As part of its continuing capacity-building activities for traffic enforcers, the Iloilo City Government invited speakers from the Metropolitan Manila Development Authority (MMDA) for its workshop held at the UP Visayas Little Theater, Iloilo City campus on 09 August 2023.
The speakers include Antonio B. Pagulayan, Jr., Head of the Traffic Education Division; Engr. Ceejay Ryan DG Porras, Engineer III from the Planning and Design Division; Miguel E. Panal, Traffic Aide III and trainer; and Maximo I. Tapongot, Traffic Aide III and trainer.
Pagulayan gave an introduction to traffic management, which covers problems, issues, challenges, concepts, and principles. Porras tackled road works traffic management, which elaborated on problems related to road geometry, operational issues, regulation, enforcement, standards and guidelines in work zones, and traffic management strategies.
Panal discussed traffic direction and control, covering causes of congestion, techniques in directing traffic, enforcement gadgets and equipment, and classroom demonstration/ practical exercises. Meanwhile, Tapongot taught traffic incident management, which elaborated on types of traffic incidents and setting up a temporary traffic control zone.
Atty. Sedfrey Cabaluna, Chairman of the Committee on Transportation of the City Council, emphasized the importance of boosting the self-confidence of every traffic enforcer during his speech. He encouraged the city’s traffic enforcers to be proud of the work that they do, which is often not easy.
Also present during the activity were Jeck Conlu, City Government Department Head II of the Public Safety and Transportation Management Office (PSTMO), and Jay Victory Mabilog, Executive Assistant.
The capacity-building activities for traffic enforcers are part of the ongoing collaboration between UPV and the City Government. The program for traffic enforcers kicked off during the launching of the Traffic Academy in 2022. (Ms. Gerthrode Charlotte Tan-Mabilog, IPO)
