Department of Health (DOH) ordered a ‘twinning arrangement’ between its regional offices in Western and Central Visayas in the response against coronavirus disease in Region 6.
In his Department Personnel Order No. 2020-023 dated April 2, DOH Undersecretary Abdullah B. Dumama Jr., who is also in-charge of Field Implementation Coordination Team (FICT) Visayas and Mindanao Cluster, directed Central Visayas Director Jaime S. Bernadas “to oversee the operations of COVID-19 Response of DOH Western Visayas.”
Bernadas is also tasked to attend to external concerns of the Local Chief Executives and all other stakeholders in the region.
All other regular operations of Center for Health Development in DOH Western Visayas will be managed by Dir. Marlyn W. Convocar.
In the order, Dumama emphasized the need to maintain the harmonious partnership between the DOH and LGUs. He also said that changes were made to “maintain efficient and effective regional management operations while in the critical time of national health emergency.”
Here’s the full text of the order:
SUBJECT: Twinning Arrangement of the DOH Western Visayas CHD and DOH Central Visayas CHD in the Management Operations of the COVID-19 Response in Region VI
To maintain efficient and effective regional management operations while in the critical time of national health emergency brought about by the Coronavirus Disease 2019 (COVID-19) pandemic, it is vital to maintain the harmonious partnership with the Local Government Units/Local Chief Executives and other stakeholders that play a vital role in this emergency situation. As such, there is a need to define roles and responsibilities in the twinning arrangement to ensure the efficient management response.
Dir. Jaime S. Bernadas, concurrent with his functions as Director IV and FICT Visayas Focal Person, DOH Central Visayas CHD is hereby directed to oversee the operations of COVID-19 Response of DOH Western Visayas and shall attend and address the various external concerns of the Local Chief Executives and all other stakeholders of Region VI, while all other regular CHD WV operations shall be managed by Dir. Marlyn W. Convocar, Director IV, DOH Western Visayas CHD.
All other issues and concerns beyond the scope of this order shall be elevated to the Field Implementation Coordination Team (FICT) Visayas and Mindanao Cluster for appropriate action.
This order shall take effect immediately.
